This is a very practical guide from the PLA, to assist with every stage in the strategic planning process for public libraries. The emphasis is on understanding and managing the change process (with implementation given its own treatment later), from identifying the user base and service priorities to drafting goals, considering resources, and communicating the strategic plan. The final section provides a large number of samples, each with a complete need, objective, and service plan to meet the needs.
